Despite their recent signings, Chelsea are still probably 2-3 forwards away from a PL/CL winning frontline. Werner and Havertz are both raumdeuters- they're hard to accommodate. Pulisic is their only 1v1 player and he's injury-prone. Giroud's still their biggest difference-maker.
There’s no room for Havertz in the 4-3-3- he needs to play at #10 and lacks the physicality to be an #8. His game is based on being free to roam and find space. He doesn't really offer anything that stands out in terms of pace, 1v1 ability, passing etc (typical raumdeuter).
Similarly, Werner is also a raumdeuter (although he isn't often called one). His game is based on finding space. His pace means that people don't recognise him as a raumdeuter. He lacks 1v1 ability, isn't technically secure and doesn't offer much away from goal.
It's hard to accommodate raumdeuters in the PL because the requirements for a title winning side are so high now. You have to built a low-block beating machine and it's hard to fit in a player that roams and doesn't offer a lot away from goal- they're useless during dry spells.
Raumdeuters require a #10 position so you generally need to play a 4-2-3-1 to accommodate them. The 4-2-3-1 (4-4-2) isn't as effective nowadays because it offers less numbers in the wide areas than the 4-3-3 (needed to break teams down) and it means you often defend with 6...
as you have 4 forwards on the pitch, whereas you defend with 7 in the 4-3-3. Pressing in the 4-3-3 can be better than pressing in the 4-4-2 too (front 3>front 2, midfield 3> double pivot). The last 3 PL winners have played the 4-3-3.
Chelsea signed two raumdeuters this summer- bad decision. Ziyech isn't a good enough fit because he doesn't compliment the rest of the front 3. Werner lacks 1v1 ability so you definitely need a RW that has 1v1 ability and pace. Ziyech doesn't have that.
Ideally, you want two quick 1v1 wingers now. Teams are more compact so they've moved their creative players deeper (full-backs, 8s) and have opted for quick 1v1 wingers who can beat their man in order to create openings + make the difference.
Pulisic is Chelsea's best 1v1 player but he’s injury prone. His 1v1 ability comes when he accelerates but he’s not explosive from a standstill. Because of that, you’d still want another 1v1 player on the opposite flank to him.
Because he's injury-prone, you can't build a long-term plan around him. Tammy Abraham is a promising goalscorer (good movement + physicality) but he hasn't convinced Lampard yet- Giroud is still their biggest difference-maker + most trusted 9.
Tammy needs to improve his all-round game as, currently, he doesn't offer a lot away from goal. He also goes through dry spells and can be wasteful in front of goal. Let's try to build a front 3 with Werner at LW and Tammy at 9. It lacks 1v1 ability and creativity.
Finding a RW that can be the main creative force of the front 3 whilst having pace and 1v1 ability is basically impossible. Even if you did find that profile, it still might not be enough (Werner and Tammy don't offer much away from goal).
Werner can definitely be a useful player but it's very hard to accommodate him. Chelsea made life hard for themselves with their signings. Will be interesting to see how long it will take Chelsea to realise this and how much more money they're willing to spend on forwards.
I don't think Lampard knew what he was buying when he signed Werner. The fact he played him at 9 at first was surprising- after watching Werner, you quickly realise you have to play him in a front 2 or out wide (not as a lone 9).
If Lampard had decided on the 4-3-3 by the transfer window, they should have avoided Havertz (hard to know whether they would have as it depends on the knowledge of those in charge). I don't think you can fit Havertz and Werner in the same team and win the PL/CL.
