We’ve come too far to still approach manning, equipping and training our units like this.

First, get a printed copy of your MTOE. You’ll need your UIC and access to FMSWeb.

Use the lookup tool and type your UIC it should pull up your unit’s TOE (down to the AA, so if you’re a C/T/B guy/gal it’ll show your parent unit). It’ll be pretty long (20-ish pages) 2/
The next document to print out is the UMR/HRAR/UMR Lite (or whatever the manning document is called now that IPPS-A is the system of record).

The tools have now been gathered. 3/
The MTOE tells you how the Army has designed and equipped your unit for its specified purpose.

The UMR tells you what actual human beings do those jobs.

The paragraph and line number marries the two documents. 4/
For example, in a CAV SQDN, PARA/LIN 101/01 is the Squadron Commander.

In the RMK 1 column you see a 16, which means “carries both rifle and pistol”

The MTOE also identifies ASI/SQIs 5/
So, say you're a officer or NCO in a new unit and you’re wondering where to start....

If you’re armed with just these two tools (the MTOE and the UMR) you can begin to assess the units training readiness and begin to identify where to focus efforts. 6/
"This guy right here, SPC Field, in this PARA/LIN should be a dual carry.
Has he qualified on the M9 and M4 in the last 12 months?

If not when is he scheduled to qualify?"

"This Soldier here, it says he/she is the CSM's driver, does the Solider know that?

Does the CSM know that?

Is he/she licensed to do that job? Do it at night? Ever have to pull a trailer?" 8/
"C TRP you have like, 15 PARA/LINs coded for Pathfinder, how many of those are qualified? How many are loaded to go? Do you have any qualified currently not in a "coded" spot? Some simple personnel actions can clean that up” 9/
Or on the equipment side....
 
"HHT, you have 4 x M249 LMGs that have an "800" remark against them which means they’re assigned at the commander's discretion. Who have you assigned them to and what was
your thought process?" 10/
The S1 section has 7 personnel assigned and only two PVS-14s. You don’t have guess which two people get the nods, the Army solved that problem for you and provides you the information. 11/
The fall-out from one cumbersome conversation would result in a whole lot of goodness like, firing rosters, roster of folks that need driver's training, schools applications, personnel action requests (PARs) and on and on. 12/
The synergy required at the unit level. between every member of the full time staff and the M-day leadership is graduate level stuff. Not many understand it fully and ones that do not have the bandwidth to do it and teach it simultaneously. 13/
Bottom line, if you ever find yourself guessing, or assigning some piece of equipment or responsibility using what feels like an arbitrary standard, it might be worth re-visiting the MTOE or at the very least a commander’s dialogue to provide the justification for deviation 14/14
