PapaD was discounted as being of any usefulness from the outset of the SCO. He was initially questioned in early 2017 before the SCO. That was a full year after investigation of him began. Within 4 months of beginning they had nothing of Gen. Flynn. They had nothing on Manafort either which forced the SCO to go after his historical tax and money laundering issues from his time working in Ukraine.
They had the FISA on Carter Page but we now know from the deconstruction of that effort that without the Steele memos, they had nothing of substance on Carter Page.
PapaD was the least significant -- by far -- of the 4. They had nothing on him either.
The SCO charges and guilty plea were for PR purposes and simply to close him out since he was of no real use to the SCO as a witness.
