We’re sending money to leftists who run questionable non-profits so that *they* can hire other leftists to spend the money.

Sending money DIRECTLY to these countries—in the cases where it’s tied to purchase of US technology or weapons—could arguably be considered leverage. I’d disagree, but you could make the case. But sending money to, say, an LGBT non-profit for use in Pakistan is a much harder one.
