1. This is Mr Li Xiaodong, a former President of ZTE Africa, who on 10 Feb 2015, was corruptly mandated to audit the US$218 @NetOneCellular contract with @Huawei by ex-ICT Minister. @matandamoyo @thabani_vusa @ZACConline

3. Even though mandate letter states that the consultancy service was to be pro bono ( for free), ex-ICT Minister on 30 Oct 2015, directed @NetOneCellular to make an unbudgeted payment to Mr Li Xiaodong’s Co., a whooping US$4m for so-called consultancy services. @matandamoyo
4. Meanwhile, at @NetOneCellular, we had requested quotations from renowned international ICT consultants and the lowest quote we obtained, was only 158 733 Euros, against the US$4m the ex-ICT Minister wanted us to pay Mr Li Xiaodong’s Co. @matandamoyo @MoJLPA @ZACConline
5. I advised the Board Chairman on the illegality of paying the US$4m on 8 Feb 2016, following which the ex-ICT Minister called for a meeting on 11 Feb 2016 in the Ministry’s Board room. @matandamoyo @MoJLPA @ZACConline @thabani_vusa
6. At that meeting on the 11th Feb 2016, ex-ICT Minister threatened me with dismissal, if that outrageous US$4m payment wasn’t made to Mr Li Xiaodong’s Co. by end Feb 2016. @matandamoyo @MoJLPA @thabani_vusa @ZACConline
7. The following day, on 12 Feb 2016, @HeraldZimbabwe published on its front page, an article making all manner of malicious and false accusations against me, which accusations were most likely orchestrated by ex-ICT Minister. @matandamoyo @ZACConline @thabani_vusa @MoJLPA
8. What subsequently ensued has been well documented. Back to Mr Li Xiaodong. Investigations revealed he is a Director of some 19 Companies registered in SA., including Megawatt Energy & Sinogy.
9. Ex-ICT Minister was at of April 2016, a Director of Blue Nightingale Trading, also registered in South Africa. @matandamoyo @MoJLPA @ZACConline @thabani_vusa
10. Here is the interesting part: Blue Nightingale Trading and two of Mr Li Xiaodong’s Companies, Megawatt Energy, LXD Group & C SEEC South Africa, jointly owned a property in Woodmead, SA. @matandamoyo @ZACConline @MoJLPA @thabani_vusa
11. In awarding a contract to Mr Li Xiaodong, did the ex-ICT Minister disclose his interest in the transaction to his principal? Seems to me a Section 172 code for corruption! @edmnangagwa @MoJLPA @matandamoyo @ZACConline @JSCZim
12. One of the 19 Companies of Mr Li Xiaodong, is now operating from Harare! @matandamoyo @ZACConline @thabani_vusa @MoJLPA There is also speculation from SA that he has also been issued with a Zim passport.
13. After I had left @NetOneCellular , ex-ICT Minister corruptly issued mandate below for construction of towers for @NetOneCellular. Minister has no such powers as it is a procurement matter, government by Procurement Act! @matandamoyo @MoJLPA @ZACConline @thabani_vusa @JSCZim

14. Zimposts also signed an agreement with another of Mr Li Xiaodong’s companies, Sinogy during the tenure of ex-ICT Minister (mid-Dec 2014 to Sept 2018). @TelOneZW Managing Director had also been requested to appoint Megawatt Energy to audit its US$98m contract with @Huawei .
15. Thus, all 3 State Owned Enterprises, SOEs under @Min_ICTCS_ZW had been coerced into signing illegal agreements with Mr Li Xiaodong’s companies. @TelOneZW MD came to see me & advised her against that & later went to open tender. There were subsequent efforts to get rid of her!
16. Article by @Zimindependent 👇🏿was likely orchestrated by ex-ICT Minister as it has his hallmarks all over. He would misuse his journalism to throw dirt on officials under his ministry to ‘justify’ firing them. He did that on Ishmael Chikwenhere led Board @Potraz_zw & to me.
17. After firing the Ishmael Chikwenhere led @Potraz_zw Board, deputized by the late Senator Aguy Georgias, he then appointed his close ally Ozias Bvute, followed by the scandalous acquisition of @Telecel_Zim shares, abuse of USF funds to purchase stands at Crowhill etc.
18. Notwithstanding, the flood of evidence submitted, there has been no appetite by @ZACConline to pursue these cases, which also include @MetbankLimited & @ReserveBankZIM executives & a former @ZACConline Commissioner who chaired Investigations Committee. @MoJLPA @matandamoyo
19. Excerpt underscores the problematic mandating of Li Xiaodong to audit @NetOneCellular contract with @Huawei, as not only is ZTE, @Huawei’s rival but also Econet is @NetOneCellular’s rival. Ex-ICT Minister informed of the serious conflict of interest but nonetheless persisted!
20. Below is part of a letter written to @NetOneCellular by the Procurement Regulatory Authority of Zimbabwe, PRAZ pronouncing the illegality of mandate letter to Megawatt Energy. That declaration of illegality alone, should have compelled @ZACConline to arrest ex-ICT Minister.
21. Notwithstanding the evidence of corruption staring in the face of @ZACConline , they still didn’t arrest the ex-ICT Minister! How can any reasonable person dismiss the allegations of being bribed leveled against ex-ZACC Commissioner, Nguni? @matandamoyo @thabani_vusa @MoJLPA
22. Instead of setting up a tribunal to investigate corruption allegations against Commissioner Nguni, all the Commissioners were forced to resign and matter was not only covered up, but the commissioners also got thanked for “working to eliminate the scourge of corruption”.
23. On 14 Mar 2016, I was forced out as a result of my resistance to pay the outrageous consultancy fee of US$4m. Former Board Chairman, Alex Marufu, who also was against the payment, was forced to resign in Dec 2016, though he wanted to protect the ex-Minister over the scandal.
24. After Alex Marufu was forced to resign, Peter Chingoka, another of ex-Minister’s allies, was appointed Acting @NetOneCellular Chairman. Now that we were out, ex-ICT Minister caused Peter Chingoka to sign illegal Megawatt Energy contract below. Li Xiaodong signed for Megawatt
25. Peter Chingoka, who signed the illegal agreement, was a non-executive Director of MetBank, whilst Sibusisiwe Ndhlovu, an ex-MetBank Director, corruptly appointed CFO of @NetOneCellular & K. Nyashanu recruited from ex-ICT Minister’s company, Tarcon witnessed it. @matandamoyo
26. The late Peter Chingoka, being a non-executive Director of @NetOneCellular had no such powers to sign the contract, an illegal one for that matter. His appointment at @NetOneCellular followed the shenanigans they were involved together with ex-ICT Minister at Zimbabwe Cricket
27. Legal practitioners & Company that were mandated to recover ‘debt’ from @NetOneCellular & @Min_ICTCS_ZW , an illegitimate debt arising from an illegal mandate corruptly granted to Megawatt Energy by ex-ICT Minister & laundered by Peter Chingoka chaired @NetOneCellular Board.
