This is a really interesting cycle in Indian Political System and I'm sure there is a huge number of people who feel exactly the same way and they aren't wrong either.

UPA gives a lollipop in the form of doles, subsidies etc to keep the public happy so that they aren't questioned on development & can easily fill their pockets. The public accepts the lollipop with both their hands & why not?! Who doesn't love free subsidised LPG, Electricity../2
The drop in bills, taxes & some of the free stuff make the citizens feel that their lives have improved & also gives them an illusion that the same has happened with the nation as well. Rules, laws etc aren't enforced strictly which also make lives simpler & less worrisome.. /3
This doesn't happen only with the citizens. The same happens with media, NGOs, institutions etc. They all enjoy perks, pampering, feel included in power corridors etc. Bureaucracy gets free hand, Less work, more money(White+Black). All of this together creates a loyal ecosystem/4
Govt vacancies increase? Why not? Everyone thinks the jobs have increased, UPA isnt paying from their pockets & they get loyal 'sarkari naukars' as well. The whole mood of the nation is sweet & rosy for a while which translates in votes for UPA. /5
Companies flout norms, rules as bribing is easier than doing the hard work, right way. They also get 'Big billion day deals' in govt tenders and auctions. But slowly the actions start showing the reactions. Inflation, deficit, borrowings goes up and GDP starts declining... /6
People realise that the nation didn't develop as much as they thought & things like inflation, corruption starts affecting their daily lives.
They change the govt & by the time they do that, the state coffers get empty as well with loans which will have to be paid later. /7

The new govt gets a challenging task of lowering expenditure & increasing the income. Subsidies, sops are brought down while indirect taxes see a rise. Rules are enforced strictly, projects delayed by yrs are fast tracked which means days of comfort are gone for everybody... /8
While it takes a long time to bring normalcy as every ministry, industry, tier of citizen needs to be taken care of. By the time this happens, people start feeling that even if UPA was corrupt their lives were easier back then.
