Why couldn't these men be prosecuted in #Iraq, where the US had deployed over 100,000 unaccountable military contractors? Because the US occupation authority, the "CPA", had issued Decree 17 immunizing contractors from prosecution!
Iraq's new post-occupation parliament attempted to rescind this decree - which was still in effect on Sep 16, 2007, the date of the massacre - but only in October 2007, after the massacre. Too late for the Iraqi victims of this Blackwater killing spree.
