NEW: The feds aren't coming for Twitch streamers, YouTubers, or their subscribers. The felony streaming measure is SUPER narrow in scope and focuses on dedicated piracy services.

On December 16th, Twitch held a town hall and said that the Tillis felony streaming bill would not likely affect the platform or its users. https://www.theverge.com/2020/12/22/22195658/felony-streaming-tillis-youtube-twitch-content-creator-copyright-dmca
Still, there's a lot of copyright changes in the $2 trillion relief/spending package, like the CASE Act, that civil liberties activists fear could result in harmful consequences for the average internet user. https://www.theverge.com/2020/12/22/22195658/felony-streaming-tillis-youtube-twitch-content-creator-copyright-dmca
And Sen. Tillis is circulating a SEPARATE draft proposal that would reform the DMCA that tech and creative groups are already spooked about. That bill won't be introduced until February, per @BrendanBordelon's fantastic reporting!

Still, it makes sense that YouTubers and streamers would freak out about a bill like this. They've been battling the platforms they operate on for years over algorithms like YouTube's ContentID.

Another piece of the confusion to clear up here too:
If you are watching a pirated stream, you're fine. If you're in the business of providing said stream, you're not. https://www.theverge.com/2020/12/22/22195658/felony-streaming-tillis-youtube-twitch-content-creator-copyright-dmca

Fwiw, here's the bill text, the part that describes the unlawful behavior:
- explicitly designed/provided to stream unlicensed content
- no other purpose than to stream unlicensed content
- marketing service as a means of consuming unlicensed content
