The ANC government is absolutely capable of running complex organisations, with the exception of:

- Roads maintenance
- Railways
- Law enforcement
- Public health
- Schools
- School toilets
- ...
- Public broadcasting
- Arms manufacturing
- Mining policy
- Housing
- Immigration
- Border control
- Tertiary education
- Forestry and fishing
- State funerals
- Combatting corruption
- The legal system
- State archives
- Vocational training
- Border control
- Embassies

- A navy
- An air force
- An army
- National monuments
- A state lottery
- Anything to do with sports
- Anything to do with art & culture
- Municipalities
- Provincial governments
- Dairy farms
- Land restitution
- Attracting investment
- A functioning labour market

- Prisons
- Industrial policy
- Small business development
- Youth development
- Policy implementation

But apart from these things (and perhaps a few others that I’ve missed) the ANC government really is fabulous.

- A state laboratory & pathology service
- A diamond mining company
- A road accident fund
- A sectoral training authority
- An e-tolling system
- A workmen’s compensation fund
- A driver/vehicle/firearm licensing system
