Yes, but the more articles bought, including FMS, the lower the unit price, thus some cost avoidance to the US taxpayer.
FMS is a 'zero sum' endeavor. Meaning, we can't make money or lose money.

The entire burden of admin support (my salary) is borne by the countries that purchase via FMS. The US taxpayer holds no burden for FMS.

I know, "Robbing Peter to pay Paul". Yes, in a sense, but remember the cost and burden of cancelled contracts for military systems is steep, and since these articles are under contract, by law, under the USG, YOU, taxpayer, would be liable for cancelled contracts.
