"Politicians are bad at calculating risk" Indeed. Not in the direction you thought, though.
"Its symptoms, generally, are those of a heavy cold." Wrong.
"There is no reason to panic." Dead wrong.
He refers to incentives. Well, maybe the first incentive to discuss would be the handing out of life memberships of the upper House of Parliament to people who got the (so far) worst disaster of the 21st century wrong in every detail.
I wonder what else he wrote this year. Ah yes. 🇸🇪. Wrong.
Here he is on 18 March, the day the Prime Minister ordered hospitality to close. "it is hard to see any medical case for countries banning international travel" wrong.

Of course our pessimism has nothing to do with the actual spread of the virus but -- of course -- evolutionary psychology and social science. Wrong again!
