Lord Shiva is the third God in the Hindu triumvirate. The triumvirate consists of three Gods who are responsible for the creation, upkeep and destruction of the world.
Brahma is the creator of the universe while Lord Vishnu is the preserver of it. Shiva's role is to destroy the universe in order to re-create it. Lord Shiva has many names some call him the destroyer of the evil and some believe Lord Shiva was the genesis of the world.
We worshipped Lord Shiva as in the form of 'Shivalinga' a symbol that represents the Cosmos and the creator of the Cosmos as one. Devotees believe that the Shivalinga helps us focus our attention and go beyond our consciousness.The most sacred of the lingas are the Jyotirlingas.
Jyotirlinga means the Radiant sign of the Lord Shiva the divine places where Lord Shiva resides in different forms.
In Shiv Purana it is said that once Lord Brahma (the creator) and Lord Vishnu (the preserver) were discussing who is supreme and that discussion turns into argument

To settle this argument Lord Shiva appeared as a huge pillar of light and asked each Lord to find the end and whoever finds the light first will be the supreme God.They both went in the opposite direction and after a while they both didn't find the end.
So Lord Vishnu admitted defeat but Lord Brahma lied saying he did find the end. Seeing him lying, Lord Shiva got furious and cursed Lord Brahma. That no one is going to worship Lord Brahma even though he has created this entire Universe.
This is why the creator of the universe is not worshipped or doesn't have as many temples dedicated to him like Lord Vishnu and Lord Shiva. In that Anger, the Lord Shiva infinite pillar of light appeared on the earth in 64 places in the form of 'lingodbhava'.
From these 64 places, only 12 are considered highly holy.
