Very positive news for SDP that there is agreement on a new stimulus bill which includes significant funding for K-12 education. Also important that bill includes funding for Paycheck Protection Program, (PPP), desperately needed support for businesses that have lost revenue.
The emphasis on PPP should be just that - businesses that have lost revenue. As was reported last July ( https://www.inquirer.com/business/ppp-loans-philadelphia-new-jersey-pennsylvania-20200706.html) several Charter schools received PPP funds, despite getting their full payments from local school districts.
This year, despite losing over $60 million in local tax revenues due to pandemic related economic stress, the SDP has made every payment to Charter schools serving Philly students. The charters have suffered no loss in revenues.
Any PPP funds diverted to fully funded charter schools represents funds taken from local businesses that are suffering. As both District charter payments and PPP are funded by taxpayers, it would also represent a massive "double dip" by charter schools.
@GovernorTomWolf and the PA General Assembly should pass legislation authorizing school districts in the Commonwealth to deduct from charter payments the value of any PPP funds awarded to PA charter schools.
