1) I have a very sound theory about how #PhantomSleeperVoters are created along with Evidence from the Great State of Pennsylvania.
2) A key reason why it is has been so difficult to catch this fraud
Is entire subclasses of #ActualLegalVoters get deployed digitally behind the scenes into counties where they are "needed to flip votes". Manufactured in heavy dominant one party controlled counties, deployed into counties they aren't strong in. The #PhantomSleeperVoters stay in
the areas they are strong (less likely to be investigated) while these #ActualLegalVoters flow across County Lines in a State to assassinate the opposing #LegalVoters.
It took me over 30 hours in past 2 days to figure this out and have sufficient preliminary evidence to prove
