The idea of "systemic racism," as the term is commonly used, basically means: "any system within which Blacks/POC do badly is racist."

(2) (a) Contemporary subtle racism causes the problem (usually what's claimed); (b) the financial legacy of PAST racism causes it; (c) negative CULTURAL patterns due partly to past racism cause it; and (d) cultural/situational variables unrelated to racism (age, region) cause it.
