The Congressional Break begins today, 12/21, presumably after they pass their amazing stimulus bill....
Congress is touting how successful they've been at spending our money - $900b, and only ~$250b goes to the people.

BUT Congress NEEDS the President to approve it for it to become law.

IF they begin their break, and POTUS vetos the bill, does he have access to funds...?
Remember the ol' NDAA that DJT was so adamantly opposed to? Remember how hellbent D Party was to pass it ASAP just to rub it in POTUS' face...?

Congress could pass a law saying (summarized from above article):
‘Give this money to the farmers in Iowa’ = farmers get the money.
‘Give this money to the farmers in Iowa, if you find they need it' = president must determine that $ was needed, and he determines when the $ goes.
IF there is contingency clause language in the NDAA (I will dig and see what I can find), I see POTUS taking one of two paths:
Path 1) Approving the 11th hour Stimulus (overlooking with the greed that Congress put into it, knowing the reckoning is coming, and at least getting SOME $ to the people) AND signing the NDAA, and immediately enacting the contingency clause to appropriate funds to the public.
Path 2) Vetoing the 11th hour Stimulus, knowing that D party loses a lot of House seats on January 03, 2021 (losing Veto-Proof majority) AND THEN signing the NDAA, and immediately enacting the contingency clause to appropriate funds to the public.

"Nevertheless, while it is up to Congress to appropriate funds, it is also true that the President and the executive branch
enjoy considerable discretion as to how those funds are spent."
POTUS can appropriate funds as he sees fit.

Recall - Congress tells executive agencies that they MAY spend money, but not necessarily the means by which they MUST.

A 5,000 page bill? Same thing I said about the NDAA.

Congress is voting to approve $900 billion in spending.
The Public is WELL AWARE of the disgusting misuse of funds. The PISSED LEVEL just went off the charts.

Now, POTUS has $900b to appropriate as he sees fit (within some limitations)...
How much of that $900b makes it to the people..?

You've been told that Congress gave you $600 and two middle fingers.
