Congress is touting how successful they've been at spending our money - $900b, and only ~$250b goes to the people.
BUT Congress NEEDS the President to approve it for it to become law.
IF they begin their break, and POTUS vetos the bill, does he have access to funds...?

What I'm particularly interested in is
A contingency clause for appropriation of funds.

Congress could pass a law saying (summarized from above article):
‘Give this money to the farmers in Iowa’ = farmers get the money.
‘Give this money to the farmers in Iowa, if you find they need it' = president must determine that $ was needed, and he determines when the $ goes.

So what EXACTLY is in that haphazardly passed NDAA 2021 bill..?

IF there is contingency clause language in the NDAA (I will dig and see what I can find), I see POTUS taking one of two paths:
Path 1) Approving the 11th hour Stimulus (overlooking with the greed that Congress put into it, knowing the reckoning is coming, and at least getting SOME $ to the people) AND signing the NDAA, and immediately enacting the contingency clause to appropriate funds to the public.
Path 2) Vetoing the 11th hour Stimulus, knowing that D party loses a lot of House seats on January 03, 2021 (losing Veto-Proof majority) AND THEN signing the NDAA, and immediately enacting the contingency clause to appropriate funds to the public.
