Mitch McConnell last night said Congress coulda done this bill in July:

“Republicans were advocating for a package just like this one, all along, in real time.”

No, they weren’t.
McConnell in July:

“I won't put a bill on the floor that doesn't have liability protection in it.”

“we're not negotiating over liability protection. I'll be responsible for putting the final agreement on the floor. And as I said, it will have liability protection in it. So we're not negotiating with the Democrats over that.”

McConnell was still pushing his lawsuit ban until two weeks ago, re-upping his own bill just as bipartisan negotiations were coming up with the outline of what ultimately passed.
He previously supported the $300 unemployment increase, but omitted it from his own bill after the negotiators embraced it. He also omitted checks.
The final agreement has checks, the $300, and no liability. It’s nothing like what Hill Republicans wanted.

Maybe Pelosi and the admin could have cut a bigger deal but the majority leader was a lurking obstacle the whole time.
