Quick take on Starmer’s union speech would be:

Primarily aimed at a Scottish audience (understandably)
English devolution conceived entirely as devolution from the UK government, no mention of change at national level or recognition of England as a nation. If ‘nothing ruled out’ that has to be on the agenda’
Language remains ‘nations and regions’. Regions are least popular reforms with English voters and would not sit easily with metro mayors. Would help debate if this wording was dropped.
Plenty of consultation but no mention of a citizen led or deliberative process. Not clear how a party controlled exercise sits with reform in government. Will need to be addressed
No substantive mention of Welsh position in the union or of Brexit related challenges to Norther Ireland.
No mention of finance. Is Barnett formula untouchable? Is a fair UK wide funding formula on the agenda?
