It employs over 900 people directly and the Transport Sec is one of ten board members for Amtrak, 8 are appointed by the Pres w/ Congressional approval. The SoT is the median through which the Fed owns Amtrak stock, ie managing their debt. Though Amtrak is otherwise independent.
Amtrak itself served 31 million passengers in 2018 with 3.1 billion in revenue. 87K people take Amtrak daily, and you should give it a try if you haven’t. (Chicago to Denver is a fun trip with a nice viewing carriage to enjoy the ride!) Though the rolling stock needs an update.
DoT manages research and grants for transport. RA invests its $25 billion grant portfolio in projects that deliver public benefits. Responsibilities include grantee and project selection, award, monitoring, oversight, and tech assistance to ensure completion on time and budget.
One of the key projects for the FRA is building toward the National Rail Plan. In short, our rail system is old, slow, and freight is kind, meaning long waits on passenger trains.
