For the purpose of cap counting, the mechanism for doing so remains the same. However, with the number of days reduced from 186 to 116 for the upcoming season, players daily rate will increase by roughly 40%.

League min player $700,000 daily rate:
2019-20: $3,763
2020-21: $6,035
This means that it will cost a team an additional $2,272 in cap space per day when recalling a player on a league min salary.

For players the opposite is true, in that they will earn an additional $2,272 for each day that they are on the 23-man roster.
From a club perspective a flat cap but higher daily rates is not ideal. However, this is where the advantage of a "Taxi Squad" comes in.

With the players on the TS allowed to travel/practice with the team, clubs can essentially operate at the 20 skater min on all non game days.
Sending players up/down between the 23-man roster and TS on non game days can also be a way to maximize the 30 day waiver window for players who had recently cleared waivers.

It's possible that a player would only need clear waivers once with out needing waivers a second time.
Another advantage for teams is that each 1 day paper transaction loaning a player to the taxi squad nets them increased accrued cap space that can later be used at the trade deadline to acquire a higher cap hit than would have previously been possible in a regular season.
