The Labour Party in England should commit to the same principle that underpinned devolution to Scotland.

In 2014 the leaders of the Scottish Conservatives, Scottish Labour Party and Scottish Liberal Democrats made a joint statement supporting Scotland's right to choose:
"Power lies with the Scottish people and we believe it is for the Scottish people to decide how we are governed."

The same principle must apply to England.
The English people have the same right to choose.
In practical terms this means that there should be a distinct English constitutional convention for England to decide the form of government best suited to its needs.

Not necessarily a separate English constitutional convention but, at the very least, a distinct English constitutional convention within the proposed pan-UK convention.
