Ray’s contract to play Cyborg was all set to expire in 2020 of this year. If he didn’t play Cyborg in a DC film or if his film didn’t go into production until then, he would no longer play Cyborg.

The Cyborg film that was on the original slate to release on April 3, 2020 when they announced the line ups.
To put this into perspective, just about every film on the original slate which included Aquaman, The Batman, Wonder Woman, and even SHAZAM, and Flash all released or went into production, and are least set to begin production.

Geoff Johns was given greenlight power when he was DC President in 2016 - 2018. I know this because he immediately greenlit random projects that weren't on the slate like Batgirl after a meeting with Johns and Berg.

Geoff Johns called Ray up well after JL in 2018 to basically mock him about a whole new Cyborg being used on Doom Patrol.

Around 2017, Joe Morton was asked about the cut scenes were going to be used for a Cyborg film going into production in 2020.

A lot of this reads to me like Hollywood actor and producer drama where said actor is screwed. At the end of the day, I hope everyone gets justice in this.
