According to the agreement, Russian border guards will be present to keep traffic flowing [sic] between Goris and Davit Bek village where the road waives in and out of Armenia-Azerbaijan territory,
Text makes no mention of "borders" but stresses deployment along the "highway", it also mentions "line-of-contact", stating that Armenian border guards will be on one side and Azeri on the other, hinting that Russians will be in the disputed areas.
Azerbaijan's authorities provided limited information on the meeting between President Aliyev and Bortnikov, stating security cooperation between the two, the implementation of the November Cesefire provisions, and the Nagorno Karabakh issue in general were discussed. (4)
Previously, on 13 November right after the ceasefire, FSB head Bortnikov mentioned 5 new observation posts to be established in Yeraskh, Paruyr Sevak, Tegh, Meghri and Sghrt (retweet below).

Just to note: Russian border guards on Armenia's borders with Turkey and Iran since the 1991, and now part of Azerbaijan's are a detachment of of the FSB, they are independent from the Peacekeeping Contingent in #NagornoKarabakh which is part of the Defence Ministry.
