Since global manufacturing companies are moving out from China, I will deploy a thread to discuss the legislation ideas about outsourcing employees especially for operators.

The modern “outsourcing” concept originated from Japan in 1980’s. It designed for people who have multiple skills or
rare specialty. Their salary is usually high and employment end with a specific task or project.
4. Put the features in shout, the employment is on their call not the employer. But the “outsourcing” for operator who works in manufacturing is totally different from the concept I mentioned as above. Why the employer choose the agency to hire operators?

After 30 yrs, there are so many changes. I have some advanced legislation ideas for emerging countries like India, Vietnam or other SEA countries:
8. A)Limit the business scope of employment agency. I still believe that outsourcing only applied to those independent worker as early phase in Japan. B)Increase the flexibility of employment period in labor law.
9. To be honest, people who are lacking of profession usually have low engagement with a company and doesn’t need long-term employment guarantee.
