It is natural for Men to have feelings towards women, that's Biological. However these feelings are not good for Brahmacharis(~Celibates) that's why word दूषणम् is used.

Next Manusmriti 9.2-3 is about Protection and not control the word used is रक्षति which itself means Protects or takes care

To be noted that Manusmriti was written in a time when there was no law and order across the world, Dasyus used to kidnap and carry away women hence the protection was necessary and that's why Manu said that women must be protected, it's about protecting rights of women

This stridhana was not small it included large properties such as vehicles(chariots, carts etc) and nobody could use her property without her permission
Saying Women were not allowed to "Pray" or perform religious rites is a Joke, Manu in MS 9.28 says that Religious acts are for women
