In every booth each party allows 3 representative, 1 head and 2 subordinates.. the booth head of every party will be given the list of entire voters in the booth and after every individual's vote......

inside the polling booth, the government official will shout a number which will be in the list, and the booth head from each party will mark it in his/her sheet ( this is to avoid கள்ள ஓட்டு )....
But Thalaivar wants 15 members from each booth to join his party ( not just fans, neutrals and public too ) This 15 members for each booth will be the Booth committee members of our party.....
Consider there are 300-400 votes in your booth and we have 15 members from our party in that booth, so if 1 member can gain 13-20 votes from his family, neighbours, friends then 15 members of our party can get 200 to 300 votes
200-300 votes which is more than majority ( even if some people in your area don't like Thalaivar, they will vote for our party because they have a trusted representative in their area, so they will vote for the known face who is our Booth committee member )
Like this, for 70000+ booths with 15 members in every booth, we will have 10 lakh booth members for our party, if each person can gain 15-20 votes, it is 1.5 to 2 crore votes in entire Tamilnadu..
By this way, Thalaivar thinks he can sweep majority of the votes, if our party has 15 members in every Booth..
