Shinsuke. But there are 2 scenes that did catch my attention and give us a hint about Bansai. The first one being from the Gintama: Benizakura movie and the other from the flashback of when Bansai met Shinsuke. +
This line said by Hijikata in the movie while describing the Kiheitai's main forces tells us that the Shinsengumi has practically no info about this man. Compared to Shinsuke, Matako, Takechi and even Nizou who are described with much detail, the only thing they know about this +
man "shrouded in mystery" is that he's a master swordsman and works under Shinsuke.

way Bansai quickly changes subjects, from who he is to Matako who is about to caught, makes it seem like he's avoiding any conversation that has anything to do with who he is and his occupation as an assassin with the nickname "Manslayer".
This now brings us to my theory/hc:
With the fact that Bansai avoided talking about himself, pretending to not know the name Shinsuke said, and the fact that the Shinsengumi has nothing about the man except that he's a threat, we (really me lmaoo) could put those facts together +

and imagine/assume that before Bansai bumped into Shinsuke, Bansai erased his very existence. As an assassin, it would be easy for him to get rid of people who are related or was associated with him in the past, leaving no one alive who knows him. Also, if he was working under +
someone with a big name as an assassin, he could manipulate and pull strings + with his flawless eloquence, find a way to get rid of any documents about him as he never existed. The only way anyone would know of his existence is if rumours about this manslayer continued spreading
