1. Regarding Tier 4. I have been sent some info from someone with very good connections. To start with you need to ask what period do these restrictions cover, and when you get past the obvious xmas, then the glaring date is New Years Eve...
2. There was a meeting in Nov with amongst others the MoD and Department for Transport. The DfT were included because the meeting was about ensuring there was no traffic on the road on New Years day in Kent and South East due to Brexit. No mention of C19 was made in the meeting.
3. The DfT wanted Wales closed too due to proximity to Ireland but then that was out of their control. There was talk of retaliation from the French.. and I am sorry I don't quite know to what extent is meant by that
4. The general thrust is so that they can use C19 as cover to disguise the total mayhem that will result from a no deal Brexit. Would also explain why these areas have the super duper new improved killer virus unseen anywhere else in the world
