Jason Kenney also knew well that any measures would impact Alberta, and would also have been informed that a focus on economy-wide emissions reduction policy would lower cost of meeting the target his government was setting compared to an approach focused only on large emitters.
Jason Kenney would also have been briefed on how using prices rather than regs would lower the cost to the economy of meeting his govt's targets. In other words, he was told, if the government wanted to meet the target at low cost, they should do what PM Trudeau is doing now.
