When they say units reserved for people earning less than the region’s median income. It could easily be 10% of the units that help developers get 100% in tax credits. Developers use the word affordable to catch the real fish--Commercial tenants who will have long term leases
It also makes you wonder when you hear the ordinance championed by city council people who don't have a record of protecting affordable housing in their own district
In Richmond the median income isn't a real metric. The income gap is to wide and covers to many industries. All you have to do is read pages 4- 6 of the #Richmond300 plan is see. Or just ask @latoyasgray
