DOI's report on NYPD & Floyd demos is out. Reading now, but findings in brief:
-NYPD lacked strategy, crowd control training, data collection re: protests
-Intel exaggerated the risk of violence at protests, leading to NYPD violence that inflamed tensions https://beta.documentcloud.org/documents/20432048-doirptnypd-reponse-georgefloyd-protests12182020-1
This is not surprising to anyone who was in NYC during the Spring, but still remarkable: NYPD's default setting in response to protests was to forcefully repress with "disorder control" tactics, ignoring 1st Amendment rights of thousands
Even the department-wide retraining NYPD did during the summer just focused on propagating these tactics, as exemplified by SRG's return to kettling tactics & mass arrests in the Fall
