Problem is that Merkel -- by keeping the door open for Huawei or even opening it, and by rushing towards a questionable investment agreement -- seems eager to make sure that her approach is firmly entrenched before she leaves office.
If she wins these battles, it will be much harder to move forward to a European and transatlantic China strategy that is based on a balance between business interests, longer-term economic interests and geopolitical interests.
