Trump can invoke the Insurrection Act and Directive 51. I am pretty sure this would result in a significant delay in the Seating of the new Congress...like beyond Jan 20th...

1. Since the House is not sworn in, there is no Speaker after 12pm on Jan 3.
2. The Senate would lack a quorum (only 66 Senators - Loeffler is still technically sitting), thus, even if the Senate had flipped, they would not be able to replace the President Pro Tempore.

If the opportunity arose, I would guess that 87 year old Chuck Grassley would decline the job. (He would be awesome though)
