It would be unthinkable for her to step out of line.
It's not within the realm of possibility. Williams is her 'superior officer'. That's how medical health officials operate in govt and esp Public Health agencies.
AND hospitals. Observe them next time you're in an ER.

They are *always* conscious *who is in command*.
