YES 100% probably indesputable. If I have an pneumonia and a person in a tiny Nigerian village has pneumonia, we should both get antibiotics - I am not intrinsically more "deserving" in any way!

I would say yes, we have an obligation to our country, community and especially family, but if you're in the top 10% of richness you should help everyone

(8. Side rant: If you live in country that benefited from colonizing other countries and extracting wealth from them, and you're benefiting from the roads and hospitals and universities made with that money, you have a special obligation to those countries!)
