Agreed - PD Bill has no effect on planning status. Rather, it creates a route to obtaining planning permission for the peat cos; a route - previously closed - that will allow them to restart extraction if they obtain substitute consent, planning (all) & EPA licence (all -BNM). 2/ https://twitter.com/paulinegalway/status/1339625256110190594
