Also, given that most public-health measures are taken at the state and local levels, it’s odd to say the massive outbreak was “intentional,” since few state or local officials intended for things to get as bad as they did.

Also worth remembering that Trump wanted to quarantine NY, CT, and NJ in March, and backed off when the idea was blasted as “a declaration of war on states.” Hard to reconcile that with an intentional plan to let the virus spread.
