Ok so I think it’s time to do another thread. Ideally this won’t be as long as the last one… but who knows.

This one will be about the much talked about 2018 Executive Order. And this was probably what I’ve got the most questions about since the last thread

For the sake of clarity: The EO was published in the federal register 9/14/2018 and the 2018 Midterms were 11/06/2018 (it was BEFORE not AFTER the midterms).

Interestingly enough, this EO wasn’t the brain-child of the Trump administration.

It was actually an improvement from previous Obama EO’s dating back to 2015 and 2016 (right before Trump was inaugurated)

Its also, by-and-large, and economic EO in text, although its open ended

First paragraph important topics.

1) International Emergency Economic Powers Act

2) National Emergency Act

3) Immigration and Nationality Act of 1952

What this means is that the teeth of the text is economic and immigration and YES, this is an ACTIVE national emergency

This simply defines the problem addressed:

Lay-mans terms: foreign election interference is a national security and foreign policy threat. That includes:

1) unauthorized accessing of election and campaign infrastructure

2) covert distribution of propaganda and disinformation

Election infrastructure—

Inclusive but “voter registration data-bases, voting machines, voting tabulation equipment, and equipment for the secure transmission of election results” are KEY

Foreign Interference—

Foreign government or anyone acting as an agent of the foreign gov

I don’t want to use this thread to extrapolate TO much, but with where we are in regards to the election we can see tangibly what the EO is referring to (and might be evidence that the EO is even IN ACTION CURRENTLY)

—Dominion, twitter, MSM

—Swalwell, Biden, Chinese ties

etc.

If I’m looking at it from a place of perspective, there is usually not coincidence.

Back to the EO, everyone is very focused on section 1 (a) which states that “NO LATER than 45 days AFTER" an election @DNI_Ratcliffe is to conduct an assessment of any foreign intervention in the election

This in conjunction with other agencies (local law enforcement, FBI, etc.)

Who gets this report?

@realDonaldTrump, @SecPompeo, @stevenmnuchin1, Chris Miller (DoD), Jeff Rosen (AG), and @DHS_Wolf

Notice something..

Congress doesn’t get the report… Do we have any questions as to why? *cough* Fang Fang *cough*

It also says it doesnt have to be public

Take this how you will, but people seem to be hanging on to this 12/18 date. And yes it COULD be big… but.

(b) says within 45 days AFTER the assessment, Rosen and @DHS_Wolf deliver a new report to @realDonaldTrump, @SecPompeo, @stevenmnuchin1, and Miller on multiple topics

In 2020 election terms

1) Dominion, mail-in voting, all of the issues that have been raised in the lawsuits, and the distribution of election results (Twitter/media)

and

2) exact activities for foreign interference involving political organizations, campaign, or candidate

(c) all heads of the relevant agencies (local and federal) report back to @DNI_Ratcliffe and him, Rosen, and @DHS_Wolf amend the report as is appropriate

(d/e) Chain of command: any information can get to POTUS that seems relevant. POTUS will get an independent report

Now, important timing here… “no later than 30 days following the date of this order (9/14/2018), @SecPompeo, @stevenmnuchin1, @jeffsessions, @SecNielsen, and Dan Coats” all develop a FRAMEWORK for the process that will move this forward.

Alright, lets unpack this briefly.

The people who set the framework for Trump to be able to navigate the mess of the 2020 election were:

Pompeo

Mnuchin

Sessions

Nielsen

Coats

As those were who held relevant offices at the time (09-10/2018)

In 2020 who we have in those positions are

Pompeo (SoS)

Mnuchin (SoT)

Rosen (AG)

Chad Wolf (DHS)

Ratcliffe (DNI)

The most interesting position has been the AG slot. Almost IMMEDIATELY after this framework was decided Sessions left.

Now Barr leaves… pass the baton

But what is the framework that these forerunners put together?

—may be classified in full or in part

—consistent methodology

—maintains appropriate of intelligence functions, policy, and LEGAL JUDGEMENTS

—protects from political bias

—protects 1A

all of these are important but I think the last 3 really jump out to me.

For whatever its worth, it isnt a zero sum game for what is happening in this fight. And even beyond that, its either fully or partially classified (save for 6 or so people)

But at the risk of jumping to far ahead here, I want to return to timing and argue that this EO didnt moving in 2020 after this election.

It started following the mid-term election of 2018.

There are multiple reasons to believe this and one of which is the Border Wall

For a very long time we heard over and over again about illegal immigrants voting in US elections. Of the hundreds of pages of fraud from the 2020 election you know what I havent heard?

This EO (and following EO’s) took care of it

Look at the timeline in 2018

Nov—midterm

Dec/Jan—Gov shutdown over… border wall funding

Feb—Construction officially started

Speculation on my end but I imagine that while they build the framework to try and fix foreign influence in American elections, the decision was made to start with the Southern border

Remember this as well: midterms were after this EO was signed. That means that (because it was entirely classified) there was already a DNI report through all these agencies that we didn’t even hear about.

why? If I’m guessing I would say to strategize for 2020 and this moment

Lets move on to Section 2

Basically all property and even interests in the property (all assets) that are within the US Border, come into the US, or are in control of a US citizen (presumably even if its in a different country) is 100% economically barred in the US

Any foreign person determined by @stevenmnuchin1 in consultation with @SecPompeo, Rosen, and @DHS_Wolf to have helped materially or been involved with foreign interference will have their property and interests in property entirely BLOCKED

Here comes the powers of the Treasury..

But first, lets go to some breaking news of the day that I’ll cross-reference with the thread so far.

Ratcliffe is weighing on delaying presenting his report (Section 1. (a)) to more prominently reflect China’s influence.

First, this confirms that foreign interference DID happen (and to a large scale)

Second, Ratcliffe has CONFIRMED to @CBS_Herridge that there were 3 main meddlers (Iran, Russia, China)

Third, the EO is already set into motion

Grenell also said something significant here.

“Fighting to keep intelligence from being politicized.”

This is an exact requirement of the EO Section 1 (f)

Either way, Herridge has reported via Ratcliffe that the public document will drop in January.

Just because the report to Congress/the public won't be till later, it doesnt mean the investiagtion or actions are delayed.

Trump still gets the info on the 18th or sooner (as do the agency heads).

Ratcliffe just want to make sure Congress is CLEAR on China’s involvement

In fact, for all we know, we could already be on to the second report outlined in Section 1 (b).

The next step is for @stevenmnuchin1 to review the assessment AND report, consult with @SecPompeo, Rosen, and @DHS_Wolf and impose sanctions

Not sure how many people know this, but the @USTreasury is a sanction MACHINE. In fact, it may be the most effective sanction tool we have

Also, thanks to the CARES Act, Mnuchin pretty much is the second most powerful man in the world behind Trump (and even that might be a push)

This is just a very SMALL snapshot of what the Treasury has done since Election Day.

You’ll notice a lot of sanctions against Iran and Russia…. Which seems to make sense when you hear that those are 2 of the 3 countries that Ratcliffe called out by name...

And speaking candidly, we very well could be at the beginning stages of this part of the EO.

The @Cabinet met today and then the Treasury department slapped Iran with more sanctions and Ratcliffe finally talks to the press about a report on significant foreign interference…

Step 2 of Section 3

@stevenmnuchin1 and @SecPompeo jointly advise @realDonaldTrump on if any additional sanctions will be needed over and above the Treasury’s

Sanctions on what?

Answer: literally ANYTHING and everything is on the table

In the case of foreign individuals who interfered in our elections and get caught...

WE. TAKE. EVERYTHING.

Not to only that, but we shut you down entirely. all business dealings, all lending, all equity, all businesses

you name it we take it.

That makes me think of two things

1) the 2millions CCP agents just exposed within business and government

2) Chinese land holding in the US (including the recent 180000 acre ranch in Texas)

BTW… China owns A LOT of things in the US.

News, sports, entertainment, tech, financial business, land, education, and on and on and on…

Section 4/5 prohibits donations to any business or individual who directly or indirectly attempting to (or successfully did) influence our elections.

Ironically (or not) the donation scheme was (and is) exactly what the Clinton Foundation did/does

Section 6 I touched on with the border wall, and it basically restricts immigrants who would be detrimental to the US election process or integrity and suspends alien entry...

Its a UN version of a travel ban. Its why

1) Treasury sanctions S. America

2) the wall was needed 1st

Section 7 says that it is prohibited to try and evade the purposes of this EO

Section 8 defines Terms, which I’ll just screenshot. I would read them though. They’re important to know. I already put the big ones in the above portions of the thread.

Section 9/10 are simple and straight forward as well.

1) Trump doesnt need to notify anyone he’s putting the EO into action

And

2) it wont prohibit the every day ho-hum of government work

Basically meaning this EO is designed to fly almost entirely under the radar invisible

Section 11

@stevenmnuchin1 will then consult with the AG (Rosen) and @SecPompeo about which rules/actions to employ

AND (this is important)

Gives Mnuchin “ALL POWERS GRANTED TO THE PRESIDENT BY THE IEEPA TO CARRY OUT…THIS ORDER”

yes, Mnuchin has presidential emergency powers

Section 12 says that AFTER all of this is done and cleaned up, @stevenmnuchin1 (with consultation with the AG Rosen and @SecPompeo) will submit a final report to Congress on how they did

Yes. At the end @stevenmnuchin1 will be the one leading the charge (at least it seems to me)

The last few sections are simply exclusionary legal jargon. I’m adding them for thread continuity.

Take from this what you will, but we are in the beginning stages of this EO.

Its already in effect. Its been used before (in 2018) although it remained under the radar

This is designed to be classified at the discretion of the agency heads/POTUS

3) AG Barr

4) his whole cabinet

Additionally he was with @DNI_Ratcliffe, Chris Miller (DOD), and Kash Patel on 12/12 for the Army/Navy game

Other than @VP and @FLOTUS, these are the only big (by name) meetings he’s had since Election Day
