a) We know there's no agreement on fisheries & a short while back attempts to remove fisheries from the FTA & have it in an agreement of its own was rejected by the EU. 1/

b) We're out of time with CRAG Act. 18 November was the last day for a treaty to be laid & give enough time for 21 sitting days in both Houses.
c) In exceptional circumstances where time is limited, 21 days can be shortened, but this leaves little time for debate/scrutiny.

d) Or CRAG can be dispensed with & the Govt. could use primary legislation to ratify the treaty. But with so little time left...
e) Same in Brussels. MEP's are saying they want time to scrutinise & are resisting the idea of the FTA being nodded through by heads of state. 3/

g) The only other option would be an interim period, post transition... a transition from transition so to speak.
