They know cases & positivity were declining well before a "pause" began & continued to decline at a similar rate thereafter
Yet they chose to insist the pause worked.

Instead of saying to the citizens: "You know, we are not sure the "pause" worked... the cases and positivity rate were declining before the pause began and this decline has continued at about the same rate after"
They instead went out of their way to insist it worked.

I've already noted in the past few days that the entire upper midwest has seen a peak and decline almost in unison over the past weeks... regardless of shutdowns and mitigations...
