if you support the right to choose but you don't support comprehensive supportive care for substance abusers, you're as blindered to the actual scope of this issue as pro-lifers are
fuckin say it with me: substance abuse is not the result of a moral failing

time after time evidence has indicated that substance abuse is situational: people turn to substance abuse as a result of feelings of loss of control, or lack of support, of alienation
just because someone's life seems fine to you doesn't mean it is- you aren't seeing all the moving pieces

you don't know why people use, and here's an apparently controversial take: no one should have to justify their addiction to you for you to deem them worthy of compassion
here's something: higher substance abuse rates in first nations and black communities are almost certainly linked to the long-term effects of cultural destruction on individual wellbeing

this state of normlessness is called anomie, a word coined in 1893 by emile durkheim
without a sense of place and purpose, of belonging, people become untethered- we're a social species

for visible minorities, the option to integrate completely into the norms of a larger, whiter society simply does not exist, because different norms are applied to them
which is also, if you were wondering, almost certainly why both black and first nations people are so vocal about protecting and elevating their community cultures: because they have to

you have re-establish cultural equilibrium for community wellbeing. that's very important
mildly tangential: that's also why you should listen to what they say about cultural appropriation

it IS harmful. it devalues the integrity and importance of something absolutely essential to stabilizing their sense of place. don't take bricks from a house still being rebuilt
but yeah- that's one example of why substance abuse can happen, and why it can be so goddamned hard to shake

less obvious are purely individual factors like, say, mental health

and i ask you: where do you think the phrase "self-medicating" came from
on some level, we know- we recognize that this behaviour is symptomatic of an issue we may not be able to observe directly

sometimes it's situational. sometimes it's neurological. sometimes it's psychological. sometimes it's sociological. sometimes you just don't know.
but it's real, and it's not a moral failing.

you don't just stop being an addict for the same reason you don't just stop suffering from trauma: the roots are deeper than they look from the surface.
tl;dr: if you consider yourself progressive but buy into the tidy, comforting little fiction that substance abuse is a self-contained problem rather than just one of many options available on the shelf of self-destructive coping mechanisms, don't talk to me until you've caught up
