According to the Biden Foundation annual report 2018, the president was Mark Gitenstein, the former Ambassador to Romania. CEFC was trying to do business there in *Dec 2016*. But the deal fell through prob when Ho and Ye were taken out of play in 2018.

The formation of the Biden Foundation was announced in Nov 2016. I didnt see anything about making deals with other countries in its bio but bit didn't take long before it was up and running with China.
