3. The next phase, 1C, is more ripe for abuse. That's when people who are "high risk" get vaccinated.

5. Antibody treatments are in extremely limited supply -- and seem to work pretty well. Trump and all his friends were able to secure access. https://popular.info/p/gaming-vaccine-priority
6. At some point, the challenge will be convincing people to take the vaccine. But right now demand vastly exceeds supply.
So there needs to be oversight and accountability.
