Senate Oversight Hearing: PA House Representative, CPA and retired Marine Reserve Colonel, @FrankRyanCPA "On November 4th, the Department State posted updated mail-in vote counts for Philadelphia County showing 508,112 ballots, despite the fact that only 432,873 ballots were
2/ in fact issued to voters. This data was later corrected, but the question becomes, 'Who had the authorization to change and correct that information, and who had access to the system?' ... additionally, on a data file on 11/4/2020 the Commonwealth of PA's open data records
3/ site reported 3.1M ballots sent out. In a prior discussion that was held the day before the election, it was indicated that there were 2.7M that were sent out. Efforts to attempt to reconcile those numbers have not yet been successful & still need to be resolved.

- Recently,
4/ a newly available data voter set available from http://Data.PADA.gov , which had been off-line for weeks, indicated that the last update had been done on 11/16/2020. The download of 11/16/2020 shows 75,505 more ballots returned on 11/16 than the comparable download on 11/15.
5/ That basically means an additional 75,505 ballots were added to the data set, again, with any explanation or without the ability to have a hearing to determine that.

- Additionally, there were mailed date irregularities that were identified in the 3.1M ballots relative to the
6/ dates that the ballots were finalized. Ballots mailed late and ballots mailed inconsistent with inactive legislation. that was 154,584 ballots.

- These discrepancies can only be evaluated by reviewing the transaction logs and to determine the access, the authority for the
7/ entry, the verification for the data entered, as well as the authentication.

- Before and after the election on 11/3/2020, the efforts by the state gov't committee and other members of the PA legislature to obtain oversight information and relevant data to confirm or deny
8/ claims of impropriety were stymied throughout. Even an effort to have a hearing on 11/20/2020 with Dominion Systems was cancelled after Dominion indicated they were concerned about litigation.

- Candidly, without knowing the answere to these questions, and due to the
9/ magnitude of the potential discrepancies ... the results of the 2020 Presidential election in PA would just be completely difficult, if not impossible, to determine w/ conclusiveness."
