This document talks about the path to a treaty with regard to The United Nations Convention on the Law of the Sea (UNCLOS), recognized as ‘the constitution’ for global ocean governance, negotiated in the 70s.

UNCLOS resulted from the third United Nations Conference on the Law of the Sea which took place between 1973 and 1982.
UNCLOS I: Concluded in 1958 resulting in four treaties that came into effect between 1962 and 1966.

UNCLOS II: The second Conference in 1960 resulted in no new agreements.
UNCLOS III: The third Conference finalized UNCLOS in 1982, which came into effect in 1994. It replaced the four treaties from 1958.
