He posits his commentary in the form of a question because he knows he's being irresponsible.

When Tim asks these "questions" he reaches hundreds of thousands if not millions. The people he reaches spread those questions. And those questions turn into doubt, distrust, or (worst of all) "facts" and misinformation.

He has cultivated an audience that wants to see the mainstream media as liars. That wants there to be a problem with the vaccine and wants masks to not be effective.
But most importantly, an audience of 800k (and rapidly growing) people who see Tim as their source of Truth.
