Removing the cottage on #BritanniaPark site to Saint Fagans museum isn't the way forward. We can't just keep gentrifying Cardiff and putting working class heritage in a peoples' history museum so the council can make money. 1/
The number of visitors is predicted at 225k a year, a bit more than Techniquest. There is no equality impact assessment we can find for this proposed ongoing gentrification of Cardiff Bay for the Medical Military Museum. 2/
20% of women in the local area where this museum is planned are Black, Asian or Minority Ethnic. There are no BAME women on this committee. 3/
@orbiscat says she would prefer a museum to a building- but this is not the right site for this museum. She is v concerned w/ Council 4 British Archaeology, who have opposed removal of lock keepers heritage. It needs a connection 2 the lock 4/
She cannot understand why this isn't in Saint Fagans- or in a diff location. It "doesn't need to be" Cardiff Bay. She can understand the naval connection but no other one. As she worked in Cardiff Bay, she does not understand why this can't be moved [MMM] but she is pro museum 5/
Liz points out lack of parking and she is not happy w/ car parking. This points to a lack of an equality impact assessment in the creation of this building. 6/
@CllrIonaGordon now up. She's asked for confirmation if the building will overshadow park. "Thing is, Britannia park, is not an appropriate site, i don't think, the museum" 7/
@CllrIonaGordon brings up how many ppl live in e.g. the blocks and the longstanding community behind Mount Stuart Square [shoutput my bro!]. Population of b-town has grown MASSIVELY over past 10 years. it is increasing and B-town is 8/
decreasing in space. We need 2.4 hectares for the population and we have less than 1 hectare for 1000 of the pop. this site should be retianed, she said, she said "we own this land- it was in our gift, we need 2 be able 2 improve the site" 9/
She says we need 2 extend the park. A 5 story building on the dock will badly overshadow what would remain of the park and the shadowing diagrams [Simon showed them] were "v interesting". 10/
B/c of direction of sun, the park will be overshadowed so "I would like to really question the conditions for and say that I think the loss of open space is a reason to reject this application- not the museum , but b/c we need this space 4 local community" @CllrIonaGordon 11/
Simon takes @CllrIonaGordon's point about heritage building. The listed building is proposed 2 be relisted int the same park. It's not going 2 Saint Fagans, it will have a connection 2 docks 12/
Does any1 know if AA1, AA2or AS has spoken? IIRC, these r the only BAME people on #PlanningCommitee. 13/

https://cardiff.moderngov.co.uk/mgCommitteeDetails.aspx?ID=131
Martin Smith thinks "disabled parking, quite rightly" and the first point is a general one about policy. "The proposed development in this area does not attract any car parking under managing transport SPG" what so nobody will drive there EVER?! 14/
He says basically, that there's other parking, and in principle wouldn't want to put anything on site

However, there is a legal duty for publicly funded orgs [like museums] to provide fair treatment for all people and do an equality impact assessment for their work 15/
which, in turn, means that the MMM needs to do an EIA and ensure disabled people could come if the museum came through. it's just skirting the issue b/c the parking will be expensive. Around the corner is too far for disabled ppl! 16/
It's not just mobility issues, not all disabled people have mobility issues- what a reductive view of disability...17/
"The elephant in the room is that the "longstanding community of Butetown" that a committee member is rightly talking about is not represented on this committee " -@ssclarkcymru #SaveBritanniaPark
@ReclaimCardiff 18/
Interesting point from @ssclarkcymru b/c the letter put out by an activist group failed to include any BAME woman from Butetown but had other signatories w/o ties to the area for social capital to sign the letter- who is more important than local ppl? 19/
Convo on the planning committee. Convo on how visitor numbers r similar to visitors to the Docks every year. 20/
Someone asked a q, but i missed it, damn! 21/
Michael Pritchard's up. "Takes it back a few years! Interestingly ,and ironically, a couple of comment expressed last time of Court end steel was inappropriate b/c it was too far from the docks 22/
it has got another name a generic name, rusty steel. No need 2 concern about high quality steel that obtains a patterner of rust colour. It stays. 23/
forgot to mention, Simon Gilbert says The fact that their is a deficiency in any given ward isn't a reason to object to this development'. Why? Why is people not having access to open space not a reason to object given like, environmental racism? 24/
"Environmental racism is a concept in the environmental justice movement, which developed in the United States throughout the 1970s and 1980s. The term is used to describe environmental injustice that occurs within a racialized context both in practice and policy." 25/
Like, B-town having a lack of green space, wanting 2 take away more space, planning committee w/o the only person from local area there combined w/ high pollution rates. https://en.wikipedia.org/wiki/Environmental_racism#:~:text=Environmental%20racism%20is%20a%20concept,both%20in%20practice%20and%20policy. 26/
Michael Pritchard [MP] basically says the other lockie's [sp?] cottage is minging. That comment is NOT verbatim and I DO agree with him.

#gentrification #Cardiff #Wales 27/
He says it's an appropriate area for the museum but "we have vast areas of vast open space, outside Pierhead building, outside Senedd and Roald Dahl Plas"- MP

Yes, but there is a lack of GREEN space! 28/
He says there's nothing for the public to bring them to the area and bring a pull to the area and interest- but what about @theCentre, the Senedd, shops, restaurants, monuments, statues etc Red Dragon Centre, etc? 29/
He says basically iirc to dismantle the cottage is a poor way of doing it and putting it up in the future is a bda thing.there is the opp to move it straight away and put it back up so it is 'safe'

it's safe right now: only under threat from developers! 30/
Been safe since before my Nan [1920] was born. He says it'll give benefit and bring ppl to this area. 31/
Where was the planning committee when #ButetownHistoryAndArtsCentre went under? Why is it OK for a multicultural focused archive to lose its house and go into boxes in Glamorgan Archives? 32/
Keith Parry, councillor 4 Fairwater, he's from the WNP. He says "there is a question about why this building is being built in Cardiff, it's bee said MoD want 2 get rid of it. This should be placed in Imperial War Museum" 33/
Someone's sharing their screen. Keith's stopped- my local councillor! 33/
"This medical museum is important and it should be built somewhere, but not in Cardiff, it should be in @I_W_M" he wants the council 2 find a way 2 preserve Britannia Park 34/
"We did approve a building on corner of Hemingway amd Lord George but that site's been taken now, I really think this building should not be located in Cardiff, it should be somewhere else + open space retained as open space"- Keith Parry 35/
He wants the council 2 reject it. 36/
@FLJacobsen is talking and wants there 2 be recognition of Welsh regiments and e.g. Merchant Navy [shoutout my stepdad]. It's in a contentious position but a"good building". 37/
Will there be ANY scrutiny applied to this plan by councillors other than @CllrIonaGordon? 38/
Simon Gilbert's up. He loves the building in terms of the material that's been used. 39/
There is a history of challenge based on diff issues on the amenities of park and park users and he extent of the development n terms of its impact on the usefulness of Britannia Park as a park- what this app does is that it "seeks to enhance the park" 40/
Applicant has "applied sustainable urban drainage" look drainage is important but so is a Equality impact assessment. Let's not pop them in the ring together but the fact there is more due regard given 2 drainage over disabled ppl is outrageous re: equality act 41/
He can't "make comment" on alternative locations and it's not a "role" for the committee to advocate alternative sites.

RECAP : Keith Parry from WNP said it ought to go to @I_W_M 42/
Councillor Wong's up! 43/
Councillor Wong wants clarification that 20% of the total park area is "being lost" and has asked Simon 2 confirm for us 2 see how that reflects on the acceptance of policy and exacerbates a deficiency of open space in the area 44/
"27% is a significant decrease. Along with that, pls can simon comment on Welsh gov advice from 2016 on open space basically saying it's a last resort innit to get rid of green space. 45/
"Open space is key issue for me"- Simon- "For me, if we get it right w/ the enhancements to the play area the loss of the green land is acceptable" 46/
Look, if Cyncoed or Pontcanna or Penylan or Radyr had the same relationship 2 alack of green space they would not say this. 47/
He wants "more" community involvement- but what "community"? Will there be outsiders be brought in to run consultations w/ "community members"? This was Michael Pritchard, not Simon Gilbert, my apologies! 48/
he's going through...he says 28.1% of open space area is occupied or will be occupied by the building"49/
They will need 2 submit and agree a scheme of improvement and deliver it so condition is a requirement from us 2 developer b/c we own their land- u cant do that if it was private land or 3rd party land 50/
NOT GONNA LIE John Lewis got free reign to redevelopment and look how minging that area is by the bottom end of the hayes 51/
Kate's up. the vote is happening. 52/
Simon states there's conditions that can be moved and changed around drafting amendments to the proposal relating to the cottage.
