Any councillor of a “best value authority" can objectively prove that their council continuously breaks the law. To perform this duty, they only need to consider the following sentence from the Local Government Act, which describes a best value authority. (1 of 10)..
"Make arrangements to secure continuous improvement in the way in which its functions are exercised, having regard to a combination of economy efficiency & effectiveness".
"Continuous" means "forming an unbroken whole".

Note: "THE way in which ITS [a council's] functions are exercised having regard to A [single] COMBINATION of economy, efficiency & effectiveness"? "The way" is the organisation of an organisation. Legitimate "arrangements" prove that they are organs in an organisation..

To secure continuous improvement, a councillor can disagree with interpretations of the sentence, including the above; but they cannot disagree with the sentence.

To consider the above question legitimately/objectively is to know that the UK's governance arrangements are illegitimate. Because, where is the arrangement which can be used to prove that an answer is legitimate?
