Chief Justice of India SA Bobde led bench to shortly hear a bunch of petitions seeking immediate removal of farmers who are protesting against the three farm acts near Delhi borders.

Solicitor-General Tushar Mehta: I have distributed a message from Senior Adv Harish Salve. He is requesting to be unmuted

CJI: Is he appearing ?

SG: Let him address the court, court Master may not take a call
CJI: why are you commenting on court master?

SG: I am not commenting. He only requests to be unmuted

CJI: No he is not appearing before us
Adv Dushyant Tiwari: You had passed a verdict in the Shaheen Bagh case (Amit Sahni vs UOI).

SG: I have recieved a message. Mr Salve is appearing.

CJI: if he is appearing then let him be unmuted
SG: Mr Salve will not lie

CJI: Court masters say no Advocate on record has Mr Salve appearing for them
Adv Tiwari: Our plea is against the #FarmersDelhiProtest going on.

CJI: Who are you appearing for?

Tiwari: petitoner is a law student. We are referring to the judgment in Shaheen Bagh case. We are referring to para 17, 18 and 19 of the judgment.
CJI: you are saying something which is not helping.

SG: Mr Salve has again messaged. He wants to assist

CJI: You can say that he is assisting you. There is no case of Mr Salve before us. You are interrupting us
AoR Om Prakash Parihar: Now they have gheraoed the borders

CJI: you want borders to be opened?

Parihar: That's what the court held in Shaheen Bagh that public roads cannot be blocked
CJI: how many people were there in Shaheen Bagh?

Parihar: almost three to four lakh..

CJI: There cannot be a precedent in a law and order issue. How many people were there actually blocking the road?
CJI to Adv Yadunandan Bhansal: Have you impleaded the farmer Organisations

Parihar: They are claiming to be farmers. We don't know.

CJI: newspapers have reported who are they

Parihar: Then you will say newspaper reports will not be relied upon
CJI: why are you saying newspaper reports cannot be relied. If you have nothing to say, keep quiet

Adv Bhansal: they want to sit in a designated place. They should follow the Central government rules. Guidelines have not been framed. They are yet to be framed
CJI: they want road blocks to be opened up, isn't it?

Bhansal: How can such protests be allowed by violating others Article 19 1 a etc?

Adv GS Mani: i come from farmer family ?
CJI: where is your land ?

Mani: In my native village in Tamil Nadu. We don't know who is at fault in this protest and if government is at fault.

CJI: you don't know anything about this case. You are comparing farmers of Tamil Nadu with that of Punjab and Haryana
Mani: all that I want is facilities be knocked to the farmers. Death has happened in protest. NHRC should be asked to take note. Amicable solution should be reached at with the farmers and adequate compensation should be provided for human rights violations.
CJI to Solicitor-General: most of the petitions appear to be ill conceived. We don't see any legal issue except of freedom of movement across India. Its by people who are not a party to the case. Only the one who has blocked the road is you

SG: we have not blocked the road
CJI: who has prevented farmers from coming to Delhi?

SG: yes that is the administration

CJI: do you know names of agitating leaders

SG: it appears to be Bhartiya Kisan Union and now other interests appears to have taken over this protest. Its my duty to inform you
SG: we are talking with them. Their approach is either repeal the #farmacts or don't repeal. Its either yes or no. Minister of agriculture, home has discussed with them and they have turned their backs on us. Positive dialogue can only be clause to clause basis.
SG: we will not do anything against the farmers

CJI: what's the point of saying so when it is adversely affecting them

SG: its yes or no only for them

CJI: your negotiation will again fail as they won't agree. Give us names of organizations who can be before us
CJI: we grant liberty to add Bhartiya Kisan Union and other parties as SG informs. This is returnable by tomorrow. Court closes after Friday

SG: I can supply the names within 10 minutes
Advocate Rahul Mehra appears (case not related to farmer disputes)

SG Mehta: Mr Salve says he needs to raise a question of law.

CJI: ask him to appear tomorrow if there is a matter listed.
Supreme Court: Permission to implead farmer organizations allowed. Issue notice, returnable tomorrow

CJI to Solicitor-General: We will form a committee to resolve the dispute. It will have members of @BKU_KisanUnion , government of India and other farmer organizations
CJI: we will ask farmer organizations to be also a part of the committee, as it will soon become a national issue.
Adv Bhansal: right to protest needs to be balanced with right to movement.

CJI: We will see. Tag all matters.
