Elaine Chao, wife of Mitch McConnell, currently serves as the United States Secretary of Transportation.
Chao appeared in at least a dozen interviews with her father, a shipping magnate with extensive business interests in China. Ethics experts said the appearances raised ethical concerns, as public officials are prohibited from using their office to profit others or themselves.
Federal disclosures cited by The NYT revealed a gift to Chao and her husband Mitch McConnell from Chao's businessman father James, valued at between US $5M and $25M. The company her father founded, The Foremost Group, has extensive ties to the Chinese state and Chinese elites.
In 2018, Chao had more than 290 hours which were labelled as "private" during working hours on working days in the first 14 months of her tenure as Secretary of Transportation. The hours were equivalent to 7 weeks of vacation. Former DoT officials described this as unusual.
In September 2019, the Democratic-controlled House of Representatives Committee on Oversight and Reform began an investigation into whether she used political office to benefit her family's business interests.
A letter from the Oversight committee to Chao documented allegations that DoT was forced to cancel a trip to China in 2017 that Chao planned because State Department officials challenged her attempts to include her family members in official meetings with the Chinese government.
The New York Times has described her as "an unapologetically ambitious operator with an expansive network, a short fuse, and a seemingly inexhaustible drive to get to the top and stay there".
Chao's father has donated millions of dollars to Mitch McConnell's re-election campaigns. Chao's extended family has given more than a million dollars to McConnell's campaigns.
In 2012, the Chao family donated $40M to Harvard Business School for scholarships for students of Chinese heritage and the Ruth Mulan Chu Chao Center, an executive education building named for Chao's late mother. It is the first building named after an American of Asian ancestry.
After winning the [2014] election, McConnell said, "The biggest asset I have by far is the only Kentucky woman who served in a president's cabinet, my wife, Elaine Chao."
McConnell, as a senator, travels to China with his father-in-law, James Chao, as guests of the China State Shipbuilding Corporation, the largest defense contractor in China, and the projections are that by 2030 they are going to surpass the U.S. Navy as far as naval capability.
Basically, what happens is, the China State Shipbuilding Corporation says to the Chao family, ‘Look, we will build your ships. We will finance the purchase of some of your ships. We will provide crews for your ships.
We will provide contracts for you to ship state-owned goods from state-owned companies around the Pacific.
So you have this powerful American political family that is making U.S. policy related to China, related to trade, and other critical issues that is highly dependent upon the good graces of the Chinese government.
Elaine Chao aka Zhao Xiaolan is also a consultant of the Wuhan Municipal Government. In fact, she is the consultant and counselor of the Central Committee of the Communist Party of China. At the same time serving as senior officials in the United States and China.
Zhao Xiaolan is currently the most powerful CCP person in the United States, they called her the "American Queen." The United States "separated the three powers," she controlled two powers: the government and the Senate. The U.S. is now controlled by the CCP.
On October 16, 2009, Yang Song, secretary of the Wuhan Municipal Party Committee, met with Zhao Xiaolan and awarded her a letter of appointment as an "International Consultant" by the Wuhan Municipal Party Committee and Municipal Government.
Zhao Xiaolan said that she was honored to be hired as an international consultant for the party committee & government. Her goal is ultimately to promote Sino-US relations, even if they betray the interests of the United States. She said: Never forget that my roots are in China.
In 1993, Zhao Xiaolan was ordered by the CCP to marry U.S. Senator McConnell and directly lock the Republican Caucus in the U.S. Senate. No bills that are unfavorable to the CCP will be passed in the Senate.
McConnell has been the leader of the Republican Party in the Senate since 2002. At the wedding, officials from Taiwan's envoy to the United States, the CCP, and officials from the U.S. ambassador to China all came to congratulate and realize the dream of "One China".
"While politicians and their spouses are often subject to rigid regulations on what gifts they can accept and what sort of business they can conduct, others around them — like their friends or children have no such obstacles."
"So while a politician could theoretically wind up in prison for accepting $10,000 for doling out favors, establishing overseas connections that could land your children multi-million-dollar deals is harder to detect, and often legal."

The CCP re-interpreted the ideal model of "revolutionary marriage” as one that demanded people’s unconditional submission to the
Party’s arrangement of their love and marriage for the sake of the Communist revolution.
After the founding of the PRC in 1949, the “revolutionary marriage” model expanded out
across the party line to become a nationwide practice.
